It announced a program to replace the Victoria class attack subs with a larger fleet of attack submarines with under-ice endurance. But it specifies that they will be conventionally powered. Modern conventionally-powered submarines can have 20 or 30 days of submerged endurance (the Victorias have 3 days). That would be enough for under-ice patrols, when combined with an armoured conning tower for breaching through thin ice.
