RuZ has historically over the century, lied of bluffed about anything and everything. The West has never really know anything about their true size from a military stand point .. we have always given them the benefit of the doubt. I couldn't find anything in the quotes and replies that is serious. More of speculation on whether Ukraine regained its nuclear status, which is nothing more than just chatter. I wouldn't read too much into it anyway. And I agree - it doesn't look well maintained.
