On another forum; someone made a very sage comment about such courtesies by Ukraine.

Russia did not have time, nor was able to effect an evacuation which he believed they wanted to. Plus with food, and dignity the locals do not want to leave.

It is further extremely strategic and tactical. Unlike Mariupol, Bakhmut etc.. He cannot simply bomb the smithereens out of the territory which still has hundreds of thousands of Russian civilians. They lose 200,000 soldiers a year even where they can pre-soften the battlefield. Russia literally does not know how to fight now!

Not to mention the pressure it puts on Putin internally.  There is clearly resistance internally. Or we would have seen a 3rd mobilization! The embarrassment has seen Mongolia stand up & opt out of pipeline deals it probably never wanted.  They just never had leverage to say no. The finally crumbling ruble is destroying the wealth of his circle of oligarch's.

Oligarch's who are likely circling Putin, many who likely chickened out with Prigozhin last year, more than Budanov.

I really think a lot of this was just a matter of time; however,  Ukraine invading Russia has quickened things in my opinion.
