I just listened to that speech in russian and can confirm that Patrushev indeed used exclusively past tense when speaking of Putin’s achievements.

Sure, but what recent achievements does he have for which the present tense would be appropriate, even if he is still alive? Lately he mostly has just stepped in one pile of dog crap after another.

That wasn't the point. It's the nuance of the russian language. It did sound like an obituary.

How would the Russian system deal with a dead Putin? Back in the '90's the old Soviet leadership hierarchy were dying regularly and they didn't hide it much. Putin has already eliminated many who might want to succeed him. Putin dead might start a free for all grab for power. Even if he isn't dead discussing succession lets the cat out of the bag. As is Putin's BS seems to be holding things together. Admission that he is sick or even dead threatens not only leadership aspirants but also those within Putin's administration. At some point the Russian people have to realize their survival is based on ridding themselves of these murderous leeches.

The rumors are that he's been dead for over a week now, his body being kept in the freezer and Patrushev is working various groups to ensure smooth transition of power. Patrushev's son was rumored to be putin's successor.

This is whataboutism. Doesn't matter whether present tense would have been appropriate or not. The fact is it was done in past tense which is out of the ordinary.

 

We obviously don't know the truth at this point. It could even be Patrushev thinking of taking over while Putin's still alive. It could be anything still, but no need to dwell on the one fact that we know of in that past tense was used.
