He was willing to push back the Russians as they occupied the eastern bloc countries. If memory serves it was the Americans who held back. Eisenhower had concerns about whether American troops would fight the Russians if it came down to it. They wanted to go home. NATO has to decide to fully support Ukraine. That means enough weapons for the AFU to win the war. It means marshalling NATO troops on the border with Russia and Belarus and issuing ultimatums which, if ignored, will mean more support for Ukraine. NATO has to be willing to put non-combatants inside Ukraine and set a deadline where they will put soldiers there. They could easily put soldiers into Ukraine in a logistics role. There can be no question in Putin's mind that Ukraine will not be abandoned and that NATO means business. Less than that tells the Ukrainians that they are merely pawns in a political game where the west is willing to sacrifice them.
