Well they really don't have any time to do that and for anyone else to put together a campaign. Biggest hurdle is Biden can only pass the campaign fund to Harris. Additionally, arguably those voted for Biden in the primaries have done so knowing they are voting for the Biden Harris ticket so that is actually more respectful to the voters to choose the known 2nd in command than leaving it to an open convention where the delegates can vote for whomever they want. The Dems convention comes up shortly , Biden would still have had to be nominated to officially declare that position amongst them. Biden is stepping down.
