I think she may have gone off script and thrown it out before her campaign had the policy fully fleshed out in an effort to pander before she fully thought it through. Tabletop economics is still something that Trump is polling better than her with. I caught a clip of the speech and I'm relieved that she's at least toned down her Obama speech pattern imitations. However, there is such a thing as diminishing returns and if re-elected and Trump goes nuts with the tariffs, there can be negative blow back and unwanted results.
