Sounds like it will come before.  The statement from Soccer Canada said the decision should be made around mid-day.  Canada's game will be in the evening.  (Both in Paris time).

It would also affect some other team. So I think they would definitely come down with a decision before the game.  It would be gut wrenching for, say, Colombia if they win the game, think they're in the playoffs, only to have it yanked out from under them if Canada was successful in the appeal and got an extra 3 points.

Pools can be slow.
 

Altitude (sea level), both air/water  temperature & air/water quality.. like hard vs soft water, salt vs another chlorination process… could all be factors effecting the performance times at this particular Olympic meet.

What grabbed my attention on Tuesday is:

 

Rugby Sevens:   semis - New Zealand/US at 6:30am and Canada/Australia at 7am.

                            Bronze Medal: 10am

                            Gold Medal: 10:45am

 

And the swimming competitions start at 11:30 am.

The Seine itself might be the only sh*tshow messier than how the Games have been run so far... amidst other controversies (e.g. the Athletes' village crappy conditions, the egregious "Feast of the Gods" scene in the opening, permitting certain convicted participants to compete, etc.), how do they make mistakes such as announcing South Korea as North Korea?  Playing the Sudanese national anthem when SOUTH Sudan was playing basketball against Puerto Rico?  Almost think this former colonizer country still ignores the situations of other countries outside of itself that aren't historically part of the western world.  Pretty ridiculous.

They could have had things like triathlon, sailing etc. or requiring water in the north or south coast of France. It's almost like planning was done really well in some events and just horrible on others.

The depth of pools is also a factor. Our kids swam in Provincial meets in Kamloops and the old Canada Games Pool in New West. The times were much faster in the Kamloops pool, because of its depth. My son liked to get in outside lanes in heats as the wave factor would help as well. Thats why you hear Byron MacDonald always mentioning swimmers trying to get out front in the middle lanes so it isn't so rough. Especially when the faster heat qualifier swimmers are always in lanes 4 and 5.

This particular scenario is almost impossible. If Colombia beats Canada, they will have 6 points and will not finish below 2nd place, unless all Canada’s points are reinstated. In that case they will start counting goals for and against. Most likely scenario - they will reduce the penalty from 6 to 3 points. In this case, if Canada loses to Colombia, Canada will only have 3 points and won’t finish above Colombia.

One of the commentator's was talking about the speed of pools and he said the depth of the pool makes a huge difference.  He said a pool was built in Montreal don' remember the year at a depth of  3  meters.  That became the standard worldwide.  The depth of the pool in France is only 2.1 meters.  The guy was sure that's why the times were slow.

Why did they built it at only 2m? Weird to go against standard.
