Because he's a winger, I think Bains makes the roster off the top and Raty gets sent down because there currently no spot at C, when healthy and he doesn't have to clear waivers I think they send him down with the context that he's THE guy in Abby and that, as long as he shows the same game as he has in pre-season, they will make a move to free up a roster spot for him To me, that means either Suter or Bleuger is going to be moved out.
