Agreed - I love Garland on the third line - but we don't have six Top 6 players, and Garland is definitely one of the 5 that I would consider legitimately Top 6. Hoglander, Sprong, Heinen, Joshua could all get there potentially - but Garland has the ability to score 50+ points, he should be given a full season on one of the top two lines.
